Council Committees

Council Committees

Student Council has a number of sub-committees that:

  • Work on areas of specific interest
  • Check the work of your elected Student Officers and report back to Council
  • Provide advice and assistance to your elected Student Officers
  • Support the work of your Students’ Union on the issues that matter to you
  • Recommend new policies and new areas of work for your Union

Members of these Committees are elected by Council at the first meeting each year. Each Committee then elects a Chairperson and a Secretary. 

Management Board

After Student Council, Management Board is the second most powerful Committee in the Union. It meets 5/6 times a year, is responsible for the operation and management of the Union, and:

  • Reports to Council
  • Acts when asked to do something by Council
  • Oversees the commercial, support services and finances of the Union
  • Is responsible for the staffing structure of the Union
  • Manages the maintenance of the Union building
  • Manages the long term strategic planning of the Union
  • Oversees the implementation of the Union’s Plan of Work for the academic year
  • Makes sure that the Union is working properly
  • Prepares and plans for the future

Management Board is made up of elected Student Representatives, one member of staff each from the Union and the University, and three external (non-voting) members who provide advice and expertise.

Executive Management Committee (EMC)

EMC is the driving force of the Students’ Union and is the main committee dealing with ‘day-to-day’ issues. It reports to Management Board and is where your elected Student Officers and key staff come together to make decisions, including urgent ones that need to be taken between meetings of Council.

It meets every fortnight in the Union and any student can attend. If you would like to come along to watch just contact the Student Voice team for details.


The Executive Management Committee is made up of elected Student Representatives and three members of staff from the Students' Union who provide advice and expertise. The current membership is outlined below:

Standing Committee

The Standing Committee meets as appropriate, reports to Student Council and is made up of the Chairpersons of all of the other Committees of Council, the Union Speaker and the Clerk of Council.

On behalf of Student Council, it:

  • Reviews and recommends changes required to processes in order to assist the efficient operation of Council
  • Reviews the existing election regulations and brings forward proposed changes for approval by Council

Education & Welfare Committee

The Education & Welfare Committee meets on a monthly basis during term time and reports to Student Council. This Committee has responsibility for all education and welfare issues on behalf of Council.


It is made up of a maximum of 15 Student Representatives who are elected by Council and two Student Officers:

Environmental & Ethical Committee

The Environmental & Ethical Committee meets on a monthly basis during term time and reports to Student Council. On behalf of Council, this Committee has responsibility for addressing, organising, and campaigning on environmental and ethical issues within your Union, University, and the wider world. These issues include, but are not limited to: 

  • Human Rights
  • Ethical Investment
  • Ethical Purchasing and Procurement
  • Sustainable Development
  • Environmentalism

The Committee is made up of a maximum of ten elected Student Representatives and your Students' Union President (or another designated Student Officer).

The members of this committee are:

Community, Equality & Diversity Committee

The Community, Equality & Diversity Committee meet on a monthly basis during term time and report to Student Council.

On behalf of Council, this Committee has responsibility for all community, diversity and equality issues. This Committee also promotes an environment within which diversity and equality are embraced and provide oversight for RAG.


The Committee is made up of a maximum of 14 Student Representatives who are elected by Council and two Student Officers. RAG may also nominate one member to sit on this Committee without voting rights.

Campaigns & Communications Committee

The Campaigns & Communications Committee meet on a monthly basis during term time and report to Student Council. On behalf of Council, this Committee has responsibility for all issues relating to campaigns, communications and publications.


It is made up of a maximum of 10 Student Representatives who are elected by Council with a Student Officer in attendance. In addition, each organisation of SU Media may nominate one member to sit on this Committee without voting rights.

Student Activities Committee

The Student Activities Committee meets on a monthly basis during term time and reports to Student Council. This Committee has responsibility for all issues relating to Student Activities on behalf of Council. 


The Committee is made up of a maximum of 10 Student Representatives who are elected by Council:

Union Autonomy and Independence Committee

The Union Autonomy and Independence Committee is a special committee set-up by Council to:

  • completely review the relationship between the Students’ Union and Queen’s University Belfast
  • compare the Queen’s Union-University relationship with that in comparable institutions
  • establish a vision for an autonomous and independent Students’ Union
  • identify decision-making, governance, management, operational and legal matters to be addressed and make recommendations and
  • bring forward relevant proposals to the Council

Union Student Centre Consultative Committee

The Union Constitutional Review Committee is a special committee set-up by Council to be a forum for consultation and discussion of progress of the Student Centre development. The Committee shall report, and make relevant recommendations, to Council.


The Committee is made up of a maximum of ten elected Councillors and your Students’ Union President:

Union Constitutional Review Committee

The Union Constitutional Review Committee is a special committee set-up by Council to completely review the current Students’ Union Constitution, identify areas for amendment & improvement, and bring forward a redrafted constitution text for consideration by Council.


The Committee is made up of a maximum of ten elected Councillors and your Students’ Union President:
